The revised draft Cabinet resolution on the reservation of military conscripts has identified a list of 13 industries whose enterprises will be able to receive the status of critical. For companies in other sectors, additional approval through the Coordination Center has been provided.

This was reported by People’s Deputy Yaroslav Zheleznyak, comparing the draft resolutions of October 9 and 23.

Which industries are included in the list?

The list of 13 critically important industries includes the defense-industrial and fuel and energy complexes, housing and communal services, mining and processing industries, agricultural sector, retail trade, construction, transport, IT, banking, medicine, and communications.

Enterprises in other industries will need additional approval through the Coordination Center to obtain critical status.

How booking quotas changed

The revised draft relaxed some of the previously proposed restrictions.

  • Defense and energy sectors – 95% instead of 85%. It is mandatory to reserve workers directly involved in production. Exceeding the quota will require separate approval.
  • Heat supply, water utilities, and waste management – 75%. The previous proposal to reduce the quota to 60% was removed.
  • Employees with legal deferment. They will still be taken into account when calculating the total booking quota.

What restrictions remain?

For representative offices of donor organizations and international technical assistance projects, restrictions have been proposed – no more than 50% of employees and seven people per project . These figures can be exceeded only by a separate decision of the State Secretary of the Cabinet of Ministers.

In addition, within 10 days after the changes come into force, a review of industry criticality criteria and a review of the current statuses of enterprises are provided.

If the criteria on the basis of which the company received the status are revoked, its status will also be subject to cancellation.

At the same time , already granted critical business statuses and reservation limits will be maintained for the established period .

How the Coordination Center will work

The project defined the deadlines for considering applications:

  • Up to one month – as usual.
  • Up to seven business days for urgent matters.

The Center will have advisory powers. Final decisions on the status of critical enterprises will remain with the authorized state bodies.

Zheleznyak emphasized that the analyzed version is not yet the final published text of the resolution , so individual provisions may change.

As a reminder, on October 23, the Cabinet of Ministers announced the creation of a Coordination Center for Organizing Reservations . At that time, it was also about revising the criteria for the criticality of enterprises and a quota of up to 95% for the defense and energy sectors.

Earlier, more than 60 MPs demanded a review of the government’s changes to the booking rules . The parliamentarians advocated for additional consultations with businesses on the proposed restrictions.
