The government has launched verification of Starlink terminals: why is it needed and how will it affect Ukrainians

The Ukrainian government has adopted a resolution to introduce a “white list” for Starlink satellite communication terminals. The decision stipulates that only verified and registered terminals will operate in the country, and all others will be disconnected.

This was announced by Defense Minister Mikhail Fedorov.

The government’s decision was a reaction to the use of Starlink terminals by the Russian military. According to the official, Russian drones equipped with such terminals are difficult to shoot down because they fly at low altitudes, are resistant to electronic warfare, and are controlled by operators in real time even at long distances.

“The only technical solution to counteract this is to introduce a “white list” and authorize all terminals,” said Mykhailo Fedorov.

He noted that at the initiative of the Ukrainian government, this mechanism is being implemented in cooperation with SpaceX. According to the adopted resolution, only verified and registered Starlink terminals will soon operate in Ukraine.

The registration process for citizens of Ukraine will be as simplified as possible. To do this, you will need to make one visit to the nearest ASN, the procedure will be free of charge and without unnecessary bureaucracy.

For businesses, a separate algorithm for verifying Starlink terminals is provided, which will be carried out online through the “Diya” portal.

Military personnel do not need to contact the ASC, as a separate secure channel through DELTA already exists for the Defense Forces. There is also no requirement to put their own terminals on the military unit’s balance or transfer account data – it is enough to add the terminal to the “white list” to avoid blocking.

“Thanks to the “white list”, we maintain stable communication for Ukrainians, strengthen security, and deprive the enemy of technological advantages,” said Mykhailo Fedorov.

He added that detailed instructions on registering terminals will be provided in the near future.

By the way, at the request of the Ministry of Defense of Ukraine, SpaceX has implemented countermeasures in the operation of the Starlink satellite communication system in the country. Some users are already noticing temporary restrictions aimed at increasing security.

The day before, SpaceX owner Elon Musk responded to Ukraine’s appeal regarding the use of Starlink terminals on attack drones by Russian troops .

It was previously reported that the Ukrainian side stated that Russian troops had begun systematically installing Starlink terminals on their drones , which allows them to bypass electronic warfare equipment and strike at long distances.
