The government has prepared changes to the state budget for 2026: what is known

The Ukrainian government has prepared amendments to the 2026 State Budget to strengthen the security and defense sector. Additional funding became possible after the approval of a €90 billion European Union loan for 2026–2027.

This was announced by Prime Minister of Ukraine Yulia Svyrydenko.

According to the Prime Minister, Ukraine expects to receive 45 billion euros in international support in 2026. Of this amount, 31.8 billion euros are planned to be allocated to defense and security, and another 13.2 billion euros to cover the state budget deficit.

“The first tranche is already in June,” said Yulia Svirydenko.

The Cabinet of Ministers reported that the total revenues of the state budget will increase by more than 2.2 trillion hryvnias. The main sources of the increase in revenues are international support and additional resources within the framework of the implementation of the Plan of Ukraine.

According to the prepared amendments, an additional 1.56 trillion hryvnias are planned to be allocated to the security and defense sector. Of this amount:

  • 174.3 billion hryvnias for financial support for military personnel;
  • 1.37 trillion hryvnias — for the development of weapons and military equipment;
  • 14.6 billion hryvnias to the security and defense sector reserve.

Separately, the government has provided additional resources for the development of the Ukrainian defense-industrial complex, modernization of equipment, and increased production of its own weapons.

The budget amendments also include 40 billion hryvnias for the implementation of comprehensive resilience plans for regions and communities. These funds are planned to be used for preparations for the autumn-winter period, protection of energy infrastructure, and ensuring the stable operation of critical facilities.

The government proposes to allocate another 40 billion hryvnias to the reserve fund for rapid response to wartime challenges.

“We will continue to work with people’s deputies to support changes in the session hall,” said Yulia Svyrydenko.

By the way,Ukraine may face budget financing problems in the coming months due to delays in international aid and internal political difficulties. The main risk is the blocking of a loan from the European Union, which could affect the financing of both civilian and defense spending.
