Blackout Backlash: Government Penalizes Businesses Amid Power Cuts

The situation in the energy system is critical—and tax fines haven’t been suspended.
Emergency power outages have been implemented in many regions of Ukraine, and the stabilization hourly schedules are not in effect
The Minister of Energy stated that specialists are developing technical solutions to transition from emergency schedules to structured and predictable ones.
DTEK and Ukrenergo have already announced such schedules. In some regions—particularly Odesa and Dnipropetrovsk—electricity will be cut for up to 18–20 hours a day, although just yesterday some areas were without power for 35 hours.
Under these conditions, businesses are operating at the limits of their physical capacity.
At the same time, VAT payers are required to register tax invoices within the established deadlines, and fines are imposed for late registration.
But how can businesses comply with this requirement when there is no electricity or Internet connection, including from providers?
This is an objective impossibility of fulfilling a tax obligation, not a violation for the payer.
Therefore, I call for urgent amendments to the Tax Code to cancel fines for late registration of tax invoices during periods of unstable electricity supply.
Otherwise, the state is effectively punishing businesses for blackouts over which it has no control.
