The Cabinet of Ministers of Ukraine plans to adopt an updated decision on the reservation of military personnel on October 23. The document will take into account the comments of people’s deputies and businesses: the basic reservation quota will be left at 50%, the current statuses will be preserved, and the Coordination Center will have only advisory powers.
This was reported by People’s Deputy Yaroslav Zheleznyak.
According to him, a week ago, he and 62 parliamentarians registered a resolution to cancel the government’s previous decision on reservations. Due to the position of the deputies, the reaction of the business community, and public awareness, the authorities postponed the introduction of the changes, which were planned to be adopted on October 16, in order to conduct additional consultations.
Zheleznyak noted that a number of comments should be taken into account in the updated document.
In particular, the basic reservation quota for businesses will remain at 50%, and the procedure for its calculation will not be changed. The document will also prescribe specific deadlines and procedures and provide for a “tacit consent” mechanism.
In addition, the Coordination Center for Reservations will have only advisory powers. Final decisions will remain with the central executive authorities. All previously granted statuses of critical enterprises should also be preserved.
Separate quotas will be provided for the fuel and energy complex (FEC) and the defense-industrial complex (DIC). According to Zheleznyak, the reservation limit for these industries will be 95%. If an enterprise needs to reserve 100% of its employees, the corresponding decision must go through the Coordination Center.
At the same time, the MP stated that he continues to consider the creation of such a center a wrong decision. According to him, he receives information that the initiative to create the body does not come from the government, but from the Presidential Headquarters.
Zheleznyak thanked his colleagues, business representatives, and everyone who helped publicize the changes. He emphasized that thanks to joint efforts, some of the principled positions were defended.
It was previously reported that the government is preparing to tighten the rules for reserving military personnel . Among the proposed changes are a reduction in reservation quotas for enterprises in the defense-industrial complex, energy, and part of the utilities sector, as well as the creation of a new body that will influence the granting of critical status to enterprises.
Later, MP Oleksandr Fedienko warned that the new rules could create problems for parents with many children, students, and other workers who are eligible for a deferral from mobilization. According to him, employers may dismiss such employees so as not to lose the opportunity to reserve other workers.
On October 13, the Cabinet of Ministers approved amendments to the rules for reserving military personnel . They provide for a review of the number of employees that companies can reserve, as well as the procedure for obtaining the status of a critical enterprise. At the same time, the document requires further revision.
