The government launched electronic employment through the “Obriy” system: what you need to know

The Government of Ukraine has decided to launch a pilot project on e-employment through the Unified Information and Analytical System “Obriy”. The project is designed for 2 years and provides for the full digitalization of the main stages of labor relations.

This was reported by the Cabinet of Ministers of Ukraine.

The pilot project involves creating a single digital environment for employers and able-bodied individuals, within which all key employment processes will be carried out online through the portal and mobile application “Diya”.

In the “Obriy” system, participants will be able to complete the main stages of employment relations, including:

  • job search;
  • personnel selection;
  • conclusion and termination of an employment contract;
  • maintaining an employee’s personal file.

Every able-bodied person will receive a digital profile “Obriy” ID with a list of qualifications and skills formed according to European ESCO standards. The system will provide access to vacancies, including using artificial intelligence, forming a list of offers by the level of compliance with the requirements of a specific position – from full compatibility to 51%.

In case of a lower level of compliance, the system will identify qualifications that need improvement and offer training. Also, through the “Obriy” ID, users will be able to send employers feedback on vacancies, provide information about themselves, and sign electronic personnel documents.

Employers, for their part, will receive tools for managing credentials, processing a list of candidates generated by the system based on the level of matching experience and qualifications, as well as the ability to invite candidates for interviews.

The single digital system also provides for the creation of registers of able-bodied persons and workplaces, as well as access to analytical tools for monitoring the state and dynamics of the labor market, labor supply and demand.

Participation in the pilot project is voluntary for both employers and employees. The government plans for the Unified Digital System “Obriy” to be operational in October 2026.
