Ukraine Ranks Seventh Globally in Defense Spending as Share of GDP

Ukraine ranked 7th in the world for defense spending in 2025, according to an international study. The country’s defense budget increased by approximately 20% to $84.1 billion, a record figure.

This was reported by the Stockholm Peace Research Institute.

According to the study, Ukraine has overtaken Saudi Arabia in defense spending and has entered the top seven countries in the world. Compared to 2016, defense spending has increased more than 15 times.

In addition to absolute figures, Ukraine has the highest share of defense spending as a percentage of gross domestic product in the world — about 40%. For comparison, in Algeria this figure is 8.8%.

The list of countries with the largest defense budgets in 2025 includes:

 

    • USA — $954 billion;

 

    • China — $336 billion;

 

    • Russia — $190 billion;

 

    • Germany — $114 billion;

 

    • India — $92.1 billion;

 

    • Great Britain — $89 billion.

 

At the same time, Russia’s spending in 2025 increased by almost 6% and, in the long term, almost doubled compared to 2016.

Total global defense spending reached $2.887 trillion, an 11th consecutive year of growth. NATO countries collectively spent $1.582 trillion, more than half of global spending.

The largest increase in defense spending was recorded in Europe, along with Ukraine and Russia, by 14% to $864 billion.
