The Kremlin has entered the “zero” phase of preparations for war with NATO: what does this mean?

Russia has intensified its covert and overt attacks on Europe and entered the “zero” phase of preparation for war with NATO, which involves creating an information and psychological state.
This is stated in a report by the Institute for the Study of War (ISW).
As noted, on October 10, Estonia temporarily stopped traffic on a road that passes through Russian territory near the border. This happened after Estonian border guards spotted a group of seven Russian servicemen without identification marks.
According to Meelis Saarepuu, head of the Southern Prefecture of the Police and Border Guard Department, the uniforms of the soldiers did not indicate that they were border guards.
At the same time, Estonia submitted a request to the Russian border service, where they were told that such activity in the area is common.
The Estonian Foreign Minister stated that the Russian Federation is acting “somewhat more assertively and visibly than before,” however, adding that reports of a tense situation are an exaggeration.
He noted that in the future, it is planned to completely stop using the road and alternative routes are already being built.
“This event is the first time ISW has observed ‘little green men’ (a euphemism used by the Kremlin to refer to Russian military forces in uniform without insignia) operating near a NATO country in the context of the Phase Zero campaign,” analysts noted.
As a reminder, a Russian military intelligence agent was detained in Poland, who was planning to carry out a terrorist attack on the territory of three European countries using drones and explosives.
By the way, Russia is actively forming the psychological and informational basis for a possible future war against NATO.
As is known, Europe is increasingly facing provocations, attacks, and information pressure from Russia. China is gradually joining this hybrid aggression.
