The Kremlin is robbing its military: every tenth Russian in the Southern District does not receive payments

In the Southern Military District of the Russian Armed Forces, a tenth of the military did not receive any financial support at all, or did not receive it in full.

“About 10% of servicemen of the Southern Military District of the Russian Armed Forces do not receive financial support or do not receive it in full. This is evidenced by documents of the Russian Ministry of Defense on the results of the inspection of the district in March-April 2025, obtained by Ukrainian military intelligence,” the report says.

The Russian Defense Ministry reported that almost 3,000 servicemen of the Southern District did not receive financial support due to the lack of documents confirming their enlistment in the service, and about 3,000 more – due to the “lack of requisites.”

Also, more than 20,000 Russian servicemen did not receive full payments due to the lack of orders.

Also, up to 5,000 military families from this district did not receive payments for their relatives.

The GUR noted that this is data from only one of the five districts, so the scale of the problem in all of the Russian Armed Forces may be even deeper.

“Such a systematic approach may indicate a conscious policy of the aggressor state’s theft of its own military, which the Kremlin uses as cannon fodder. This is yet another confirmation that in the Russian army, people are just expendable material,” the GUR noted.

Analysis of the information obtained indicates a significant deterioration in the situation with the payment of cash benefits in the Russian army during 2025.

Earlier it became known that Putin approved changes to the 2025 budget, which provide for a significant reduction in spending on the economy . The reason was a sharp decline in revenues from the oil and gas industry – the main source of funding for the Russian budget.

As a reminder, the head of the Bank of Russia, Elvira Nabiullina, stated that Russia has exhausted the resources that allowed the economy to demonstrate growth for two consecutive years in conditions of war and sanctions.
