The Main Intelligence Directorate of the Ministry of Defense of Ukraine reports that the armed forces of the Russian Federation maintain a significant level of staffing due to the availability of operational reserves and the constant recruitment of citizens who are encouraged with monetary payments.

This was stated by the Deputy Head of the Military Development Directorate of the Ministry of Defense, Major General Vadim Skibitsky, in an interview with “Suspilny”.

“One of the advantages of the Russian Armed Forces group is the presence of operational reserves. They are used to rotate units, reinforce the hottest areas of the front, and replenish losses,” Skibitsky explained.

According to him, the level of staffing of the Russian troops is quite high. In particular, the officer corps is almost fully staffed — 98%. Similar indicators are observed among the rank and file. About 30-35 thousand people enter the troops every month, depending on the intensity of hostilities.

At the same time, about a quarter of them are people who are in prison or under investigation, against whom criminal cases have been opened. According to the major general, Russia is fulfilling its recruitment plans with a margin – more than 105-110% of the planned volume.

“As of early August, about 67% of the total plan of 343 thousand people for this year has already been involved. There is information that Russia is going to increase this figure by another 15-17%, but this has not yet been officially confirmed,” Skibitsky clarified.

He also noted that there are no problems with attracting new recruits in Russia. The aggressor attracts potential soldiers with generous payments when signing the first contract – an amount that is significant for the average citizen.

“Russia announced mobilization only once – in the fall of 2022, recruiting 300 thousand people. The rest are being recruited without mobilization, luring citizens with social benefits – free education for children, favorable mortgage programs, etc.,” the general said.

He especially noted that support for military families in Russia remains high, even despite the losses: “There, families tend to accept the loss of loved ones, because they understand that the family will receive money. They have their own vision, they even say: ‘It’s better to go fight than to drink vodka all day long.’”

“It’s strange for us, but that’s how they perceive the situation, there are no protests or dissatisfaction there,” the Ukrainian intelligence representative concluded.

As reported, Russia is involving mercenaries from a number of countries in the war against Ukraine , in particular, citizens of China, Pakistan, Uzbekistan, Tajikistan, and African countries are currently fighting near Volchansk in the Kharkiv region.

By the way, dangerous infections are rapidly spreading in the ranks of the Russian army – hepatitis C, HIV, and tuberculosis . Russian propagandist Anastasia Kashevarova publicly announced the epidemic in the Russian Armed Forces, pointing to mass infection, a complete lack of treatment, and a real threat to the rear and the civilian population of Russia.
