The law on mandatory shelters for new homes has come into force in Ukraine: what will change?

Law No. 4778-IX has come into force in Ukraine, which tightens the requirements for civil protection. In particular, new apartment buildings, educational institutions, hospitals, and other facilities specified by law will not be able to be put into operation without the required shelters.
This was reported in the Verkhovna Rada.
From now on, civil defense structures and dual-purpose structures must be included in urban planning documentation at all levels.
This requirement applies, in particular, to new apartment buildings, educational, healthcare and social protection institutions, as well as infrastructure facilities. New shelters must also be accessible to people with reduced mobility.
Mobile and modular shelters
The law provides for the possibility of installing primary mobile shelters in places where people gather in large numbers. This includes, in particular, public transport stops, parks, and industrial facilities.
Separate requirements are defined for modular anti-radiation shelters. They are allowed to be designed with a capacity of up to 50 people, and the design must ensure the presence of people for at least 48 hours.
Authorities must determine the need for protective structures in communities, and balance holders must keep records of them. The law also provides for further digitalization of records of emergency and rescue and fire and rescue units.
In addition, unified safety centers will be created in communities. Special classes will be provided in schools where children will be taught civil defense and mine safety.
