The law on NABU and SAP undermines progress in the fight against corruption – Senators Shaheen and Graham

U.S. Senate members Jeanne Shaheen and Lindsey Graham expressed concern about a recently passed law in Ukraine that they say weakens the independence of anti-corruption institutions by subordinating them to the Prosecutor General.

This is stated in the official joint statement of senators, published after the signing of the law by President Volodymyr Zelensky.

“Ukraine has made significant progress in combating corruption since the Revolution of Dignity. It is especially notable that this progress has occurred against the backdrop of Russia’s armed aggression. We are therefore alarmed by the recent legislation, which threatens to reverse some of this progress,” Shaheen and Graham said.

The senators noted that the fight against corruption was a key argument in strengthening international support for Ukraine.

“We recognize that Ukraine continues to demonstrate progress in this direction. But we call on the Ukrainian authorities to refrain from decisions that could harm this progress,” the American lawmakers emphasized.

Shaheen and Graham also noted the importance of upholding democratic standards, which they said has a direct impact on Ukraine’s economic development prospects and further U.S. investment.

“There is broad, bipartisan support for Ukraine in Congress. But Ukraine must meet the expectations of its citizens and the international community by ensuring good governance and transparency,” the statement said.

Let us recall that we are talking about a law that depends on the work of such institutions as NABU, SAP or NAPC, on the decisions of the Prosecutor General, which, according to human rights activists and international partners, threatens their independence.

Let us recall that on July 22, the Verkhovna Rada voted for a bill that significantly limits the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) , effectively subordinating their activities to the Prosecutor General.

It should be noted that Volodymyr Zelensky signed a resonant law that significantly changes the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO), strengthening control by the Prosecutor General.

By the way, the Verkhovna Rada plans to prepare a submission to the Constitutional Court of Ukraine with the aim of repealing Law No. 12414, which limits the independence of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO).
