The Law on the Restoration of the Independence of the NABU and SAPO Has Already Been Published: When Will It Come into Force?

Today, July 31, the Verkhovna Rada adopted a law on restoring the independence of the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office. The document has already been published in the parliamentary newspaper “Holos Ukrainy”, which means that it will enter into force on August 1, 2025.

After loud protests and public criticism, the authorities restored the independence of anti-corruption agencies. Law No. 4560-IX, passed by parliament on July 31 and signed by the president, returns the procedural autonomy of NABU and SAPO, which was abolished by the scandalous changes on July 22.
The law on the restoration of the independence of the NABU and the SAPO was adopted immediately in the first and second readings on July 31. The document returns the old norms according to which anti-corruption bodies are not subordinate to the Prosecutor General, but retain procedural independence.
The publication in “Voice of Ukraine” took place on the same day, and the law will come into force on August 1 .
It is worth recalling that earlier, on July 22, the adoption of scandalous amendments to the law caused a wave of public outrage and street protests, as they effectively deprived the NABU and SAPO of their independence. President Volodymyr Zelenskyy submitted the new bill as an urgent measure to correct the situation and restore trust in the anti-corruption system.
The day before, President Volodymyr Zelenskyy signed a bill approved by the Verkhovna Rada of Ukraine on the restoration of the independence of the NABU and the SAPO.
It is worth noting that on July 31, the Verkhovna Rada voted in favor of a bill that returns independence to the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office .
Subsequently, the Speaker of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, signed the bill .
