The Ministry of Defense has simplified the VLK for defenders undergoing treatment abroad

The Cabinet of Ministers has approved the launch of a pilot project that will allow wounded servicemen to undergo a military medical examination (MMA) without being physically present in Ukraine. The initiative was developed by the Ministry of Defense and has already received government support.

Who do the new rules apply to?
The mechanism is intended for those who:
is undergoing long-term treatment abroad (more than 12 months);
is physically unable to return to Ukraine to complete the VLK;
belongs to any unit of the Security and Defense Forces: Armed Forces of Ukraine, police, State Emergency Service, National Guard, etc.
How will the remote control work:
The serviceman or his representative provides medical documents from the foreign hospital to the unit commander.
The documents must be:
translated into Ukrainian;
contain diagnoses according to ICD-10 or ICD-11.
The commander hands over the package to the military medical commission.
The VLK considers documents within 10 business days.
After the decision is made, the certificate is sent back to the military unit.
A repeat medical examination is not required upon return to Ukraine.
What diseases does the new procedure cover?
The government resolution lists specific diagnoses for which remote VLK is possible:
oncological diseases;
severe eye damage;
serious injuries to the head, neck, spine, nervous system;
damage to internal organs and limbs;
severe burns – chemical and thermal.
The Ministry of Defense explains: the goal of the project is to facilitate the VLK process for defenders who are being treated abroad after serious injuries or illnesses. This will allow them to receive conclusions without additional complications and trips to Ukraine.
As a reminder, the Ministry of Defense of Ukraine reported that military conscripts who have a valid deferment from conscription or reservation are not sent to undergo a military medical commission (MMC).
As reported, since the fall of 2024, the Reserve+ application has had the ability to issue an electronic deferment from mobilization — though not yet for all categories. Other conscripts must contact territorial recruitment centers (TCK) and issue a deferment there.
