The Ministry of Defense is preparing the reform of the CCC and the creation of “Reserve+ Offices”: details

Ukraine is preparing a reform of territorial recruitment and social support centers, which involves the creation of a new structure called “Reserve Offices+”. As part of the changes, it is planned to separate mobilization and social functions, as well as digitize some processes.

This is reported by “Ukrainian Pravda” .

According to the publication, since the beginning of the full-scale Russian invasion, Ukrainians have sent nearly 12,000 appeals to the Ombudsman Dmytro Lubinets regarding violations of rights during mobilization. Most of the complaints concerned the actions of the CCK and the SP over the past 2 years.

It is noted that in January 2026, President Volodymyr Zelensky instructed the new Minister of Defense, Mykhailo Fedorov, to deal with the issue of so-called “busification.”

According to the publication’s interlocutors in parliament, the Ministry of Defense team proposes to transform the CCC and the Joint Venture into “Reserve+ Offices” with separate units:

  • staffing offices;
  • support offices;
  • picking hubs;
  • recruiting points in public places.

The recruiting offices should be responsible for military registration, planning mobilization activities, recruiting, and registration for service. The recruiting hubs plan to conduct document checks, military medical examinations, and assessments of mental stability and professional suitability.

The support offices will deal with social issues, including processing compensation for wounded soldiers, payments to families of the deceased, and organizing funerals. The Ministry of Defense wants to digitize some of these processes.

“The TCC is a huge structure that provides the army with 30+ thousand mobilized and contract soldiers per month. No one wants to break the system, so there are a lot of discussions,” said an interlocutor in the military leadership.

According to him, some disputes arose over who should deliver those liable for military service to the CCC. The Ministry of Defense proposed assigning this function exclusively to the police, but law enforcement officials opposed it.

National Police Chief Ivan Vyhivskyi previously stated that police officers “should not be alone” in the mobilization process, as this negatively affects the image of the law enforcement system.

Iryna Friz, a member of the parliamentary committee on national security, defense, and intelligence, believes that the military should not be fully responsible for mobilization measures.

“In my opinion, the military should take responsibility after a mobilized or contract soldier gets to the training center. And civilians should be responsible for notifying and transporting them to the BZVP,” said Friese.

There is currently no final deadline for launching the reform. Representatives of the Ministry of Defense, the General Staff, and the President’s Office continue to work on the concept of future changes.

Earlier, the Verkhovna Rada registered a bill that is supposed to change the rules of work for employees of territorial recruitment centers (TCC) . This concerns the mandatory identification of servicemen during mobilization events.

Recall that Ukraine is preparing a large-scale mobilization reform , which involves changing approaches to persons wanted by territorial recruitment centers.

As reported, as part of the mobilization reform , territorial recruitment centers may disappear, and another structure will be created in their place.
