The Ministry of Education and Science explained the 2026 admission rules: what applicants need to know

The Ministry of Education and Science of Ukraine has published a detailed explanation regarding the 2026 admission campaign. The agency explained the rules for registering for an electronic account, submitting applications, using benefits and quotas, as well as the conditions for admission to master’s and postgraduate studies.

Applications for admission to the undergraduate program will be accepted from July 19 to 6:00 p.m. on August 1. An applicant may submit no more than ten applications, of which a maximum of five are for budget places.

Electronic office

Electronic accounts for applicants have been operating on the YEDEBO website since July 1. To register, you need an email address, password, educational document, and certificates of NMT, EVI, or EFVV, depending on the level of admission.

The Ministry of Education and Science emphasized that only one electronic account can be created for each level of education. If an error occurs during registration, the applicant is advised to check the correctness of the entered data, the “Spam” folder, refresh the page, or use another browser or device. If the problem persists, you should contact the admissions office of any higher education institution or the EDEBO support service.

If the diploma or NMT results are not displayed

If there is no education document in the MES office, it is recommended to check it in the Register of Education Documents. If the document is not there, you should contact the educational institution that issued it.

The results of the NMT appear after the official data transfer by the Ukrainian Center for Education Quality Assessment. The temporary absence of results does not prevent registration for the creative competition, but they must be available by the time of application submission.

Foreign education documents

Applicants with foreign documents may encounter the fact that the system will not create an electronic account automatically. If there is a certificate of the National Higher Education Institution and a certificate of recognition of the document in Ukraine, assistance will be provided by the admissions office’s consultation center. If there are no such documents, applications are submitted in paper form in accordance with the admissions rules.

When is a CEP needed?

A qualified electronic signature is required for remote confirmation of the place of study after receiving a recommendation and may be required to conclude a study contract. If the applicant is a minor, his parents or legal representatives can also use an electronic signature.

Benefits and quotas

The Ministry of Education and Science advises to confirm the right to special conditions even before submitting the first application. To do this, you need to contact the admissions committee of any university, which will enter the relevant information into the EDEBO.

Quota-1 is valid for certain categories of applicants, including orphans, persons with disabilities of groups I and II, and children with disabilities who passed the NMT in 2026.

Quota-2 provides for a separate competition for applicants from temporarily occupied territories or areas of active hostilities. However, an internally displaced person certificate in itself does not entitle you to this quota.

Priorities and competitive score

The applicant independently determines the priority of the applications. Once submitted, the priority cannot be changed.

The Ministry of Education and Science also reminded that the competitive score is not calculated as the arithmetic average of the NMT results. For each specialty, their own weighting coefficients are used, and for creative areas, the result of the creative competition is also taken into account. The passing score will become known only after the end of the admission campaign.

State grant

The state grant partially compensates for the cost of contract training. It can be received by applicants for a bachelor’s or a full-time master’s degree after enrolling in a contract. Eligibility for the grant and its amount will depend on the results of the NMT and the conditions approved by the government.

Admission to master’s and postgraduate studies

Electronic offices for admission to the master’s program have been open since July 1, and applications will be accepted from August 7 to 22.

To enter graduate school, most applicants will take the EVI and a single entrance exam. Applications will be accepted from August 7 to 25, after which applicants will take an exam in their specialty.
