The Ministry of Foreign Affairs denied the statements of the former director of US national intelligence about “American biolaboratories” in Ukraine

The Ministry of Foreign Affairs of Ukraine responded to the statement of the US Director of National Intelligence Tulsi Gabbard about the alleged financing of more than 120 “bio-laboratories” by the US government, including in Ukraine. The department emphasized that Ukraine has never carried out activities related to the development or production of biological weapons.

The department rejected the accusations voiced by Tulsi Gabbard and emphasized that Ukraine consistently fulfills its international obligations under the Biological and Toxin Weapons Convention.
The department noted that cooperation between Ukraine and the United States in the field of biological safety was aimed exclusively at developing the public health system, epidemiological surveillance, laboratory diagnostics, biosafety and biosecurity.
“Cooperation between Ukraine and the United States in the field of biological safety for many years has been aimed exclusively at strengthening the capabilities of the public health system, epidemiological surveillance, laboratory diagnostics, biosafety and biosecurity. This is a normal civilian activity that meets international health standards and practices and is not related to any military goals,” the Foreign Ministry said in a statement.
The ministry also emphasized that the laboratories that participated in international technical assistance programs are diagnostic, scientific, or reference laboratories of the public health system, veterinary medicine, and other scientific institutions.
The Foreign Ministry recalled that the topic of alleged “biological weapons development laboratories” has been used by Russia for propaganda purposes for many years, and such accusations have been repeatedly refuted at the international level.
The department noted that in 2022, at the request of the Russian Federation, in accordance with Article V of the Biological and Toxin Weapons Convention, an official consultative process was held with the participation of the participating states, during which all information was provided regarding cooperation programs, their goals, and implementation mechanisms.
“We call on you to rely on the results of international consultations and verified facts, and not on distorted interpretations or Russian propaganda,” the Ministry of Foreign Affairs emphasized.
As a reminder, in late May, Tulsi Gabbard announced her resignation as the US Director of National Intelligence in the administration of President Donald Trump. She said she was leaving the position due to the need to care for her husband, who was diagnosed with a rare form of bone cancer.
