The American Institute for the Study of War has assessed a 28-point peace plan proposed by Russia and the United States to end the war in Ukraine. According to analysts, the document is effectively tantamount to a complete surrender of Ukraine and reflects Russia’s demands since the beginning of a full-scale invasion.

Analysts at the Institute for the Study of War said that the document proposed by Russia and the United States does not contain any provisions that would imply concessions on the part of Russia. They emphasized that the acceptance of the proposed terms would create the prerequisites for the renewal of Russian aggression against Ukraine.

In their assessment, experts noted that most of the points of the peace plan are consistent with the demands that the Kremlin put forward during the negotiations in Istanbul in 2022. Analysts noted that even despite significant changes on the battlefield in recent years, the document provides for conditions favorable to Russia.

The text emphasizes that the withdrawal of Ukrainian troops from the Donetsk region could lead to the formation of vulnerable defense lines that would be poorly protected from a possible resumption of Russian offensive actions. Analysts emphasized that such a situation would open up the opportunity for Russian troops to launch a new offensive towards the south of the Kharkiv region and to the east of the Zaporizhia and Dnipropetrovsk regions.

“The proposed frozen front line creates favorable conditions for a new Russian offensive,” analysts noted.

The institute also emphasized that timely and sufficient military assistance to Ukraine from Western countries, combined with strong economic sanctions from the United States and its allies, can not only deter Russian aggression, but also inflict significantly greater losses on Russia.

“The current peace plan transfers all leverage over the situation to Russia and deprives Ukraine of defense capabilities,” analysts said.

It was previously reported that the full text of the 28-point peace plan that the United States is offering to Ukraine and Russia as the basis for a future agreement has been made public. The document, which Washington is seeking to push forward as soon as possible, has been published online.

As a reminder, the US has prepared a draft of security guarantees for Ukraine as part of Donald Trump’s “peace initiative. ” The document is based on principles similar to NATO’s Article 5, which provides for a collective response by the West in the event of a new Russian attack on Ukraine.

The day before, Ukrainian President Volodymyr Zelensky officially received a framework peace agreement developed by American officials.
