Lubynets Reveals Sharp Rise in Executed Ukrainian Prisoners of War

As of early July 2025, it is reported that 268 Ukrainian prisoners of war have been executed by Russian forces.
This was announced by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubynets, during a press conference.
Lubinets noted that, according to available data, as of 2 July, an investigation is underway into the execution of 268 Ukrainian prisoners of war by Russian forces.
“We have seen this number increase dramatically over the past year,” Lubynets said.
He also emphasized that such actions by the Russians cannot occur without systematic coordination of the executions of Ukrainian military personnel at the highest levels of the Russian Federation.
“We understand that this attitude towards Ukrainian prisoners of war is accepted at the very top, so to speak. Unfortunately, we are witnessing this in reality,” he added.
