In Ukraine, more than 114,000 people are considered missing under special circumstances due to Russian aggression. Ukrainian authorities, together with international partners, are working to locate, identify and determine their fate.

According to law enforcement agencies, more than 114,000 people in Ukraine have the status of missing under special circumstances. The Foreign Ministry emphasized that enforced disappearances have become one of the manifestations of Russian terror in the temporarily occupied territories.
The UN Human Rights Monitoring Mission in Ukraine found that a significant portion of the arbitrary detentions of civilians by the Russian occupation authorities were accompanied by concealment of information about the whereabouts and fate of the people.
Ukraine is developing a system for searching and identifying missing persons, ensuring the collection of DNA samples, maintaining a Unified Register, and supporting their families. An official information platform of the Ministry of Internal Affairs is also operating regarding persons missing under special circumstances.
International partners, including the UN, the International Committee of the Red Cross, and the International Commission on Missing Persons, are involved in the search.
The Ministry of Foreign Affairs noted that 2026 marks the 20th anniversary of the adoption of the International Convention for the Protection of All Persons from Enforced Disappearance. This year’s international campaign is held under the slogan “Victims first. Actions now.”
Ukraine also continues to document violations and transfer the collected materials to international judicial and human rights mechanisms. The goal is to establish the fate of each missing person and bring those responsible to justice.
