The President’s Law on NABU and SAPO was supported in the Rada committee: when will the People’s Deputies vote on it?

On July 30, the Parliamentary Committee on Law Enforcement Affairs supported the President’s draft law on the return of procedural autonomy to the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP). The document may be adopted by the Rada on July 31, both in the first reading and as a whole. This step is a response to the EU’s demands for guarantees of the independence of anti-corruption bodies in Ukraine.

It is noted that during an extraordinary meeting on July 30, the Law Enforcement Committee of the Verkhovna Rada of Ukraine approved presidential bill No. 13533 , which provides for strengthening the institutional independence of the NABU and the SAPO. 19 members of the committee voted in favor of the document.
The initiative was presented in parliament by Deputy Head of the President’s Office Iryna Mudra. She emphasized that the main position of the head of state is to preserve the independence of the anti-corruption system, while simultaneously cleansing it from the possible influence of an aggressor country.
According to Mudra, the project returns full procedural autonomy to NABU and SAPO, strengthens the mechanisms of their functioning, and protects the institutions from political influence. The document was supported by the heads of NABU, SAPO, NACP, and the Prosecutor General’s Office.
At the same time, several opposition factions — including Holos, European Solidarity, Batkivshchyna, and the Smart Politics parliamentary group — submitted alternative bills. All six were rejected .
Committee Chairman Serhiy Ionushas (Servant of the People) emphasized that the presidential project has the status of an urgent one. During the meeting, the leader of the Servant of the People faction, David Arakhamia, also spoke, calling on MPs to support the initiative on July 31.
The bill was also developed against the backdrop of warnings from the European Union: according to media reports, the EU could stop financial assistance to Ukraine if key anti-corruption bodies lose their independence.
It is worth adding that on July 31, the Verkhovna Rada will consider one of the key laws for anti-corruption reform — the bill on restoring the independence of NABU and SAPO. Before that, on July 30, the document will be urgently considered by the relevant parliamentary committee.
Earlier, the European Commission put forward tough demands to Ukraine to restore the independence of anti-corruption bodies . European Commission President Ursula von der Leyen, during personal talks with Volodymyr Zelensky, emphasized that the independence of NABU and SAPO is a prerequisite for European integration, and there will be no compromises in this area. The EU warns Kyiv of possible consequences if these demands are not met.
The day before, the European Commission expressed serious concern about attempts to limit the independence of anti-corruption bodies in Ukraine. This concerns draft law No. 12414, which provides for the subordination of the activities of the NABU and the SAPO to the Prosecutor General.
As a reminder, on July 22, the Verkhovna Rada voted for a bill that significantly limits the powers of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) , effectively subordinating their activities to the Prosecutor General, and Volodymyr Zelenskyy signed it.
