The Rada adopted a bill on new social assistance: what will change for Ukrainians
Ukraine wants to combine several types of social benefits into one benefit for low-income families. The Verkhovna Rada has approved a bill that provides for a new approach to state support. The amount of benefits will depend on the family’s income and the number of its members.
This is reported by RBC-Ukraine with reference to People’s Deputy Olena Shulyak.
This is Bill No. 15094, which is intended to make the basic social assistance system permanent. It has already been tested in Ukraine since July 1, 2025.
Under the new rules, instead of several separate payments, families will be able to receive one basic benefit. It will combine support for low-income and large families, single mothers, children whose parents do not pay child support, as well as people who are not entitled to a pension and people with disabilities.
The amount of assistance will be calculated for each family separately. To do this, the total base amount for all family members and their average monthly income will be taken into account. The difference between these amounts will determine the amount of the payment.
The base amount will be set annually in the state budget. It cannot be less than the subsistence minimum per person.
According to Shulyak, more and more Ukrainian families need support because of the war. However, currently, different types of assistance are often not connected, and local authorities do not always know what problems a family is facing.
Therefore, the new system involves not only cash payments, but also community support. Social workers will assess the needs of families and create individual support plans for them.
Families will not have to seek help themselves, but communities will also be able to find families in difficult circumstances and offer them support.
Separately, the new system should help able-bodied recipients find work. To this end, cash assistance will be combined with social services and employment programs.
As Shulyak explained, the main goal of the changes is not just to pay money, but to help families overcome financial difficulties and eventually become self-sufficient.
