The Rada adopted the 2026 State Budget in the first reading: key indicators

Today, October 22, the Verkhovna Rada adopted the State Budget for 2026 in the first reading.
This was reported by People’s Deputy from the “Voice” party, Yaroslav Zheleznyak.
256 people’s deputies voted for the corresponding decision.
The Government must then work through these “conclusions and proposals,” which have become “budget conclusions,” by November, return them to the Rada, and then vote on the Budget as a whole by mid-November.
According to the draft, State Budget revenues will amount to UAH 2.4 trillion, which is UAH 446.8 billion (18.8%) more than in 2025. Expenditures will amount to UAH 4.8 trillion, which is UAH 415 billion more than in 2025.
Defense and security spending is planned at 2.8 trillion, which is 27.2% of GDP (+168.6 billion UAH by 2025).
Expenses for:
- social protection – 467.1 billion UAH (+45 billion UAH),
- healthcare – UAH 258 billion (+ UAH 38.2 billion),
- education – UAH 265.4 billion (+ UAH 66.5 billion),
- science – 19.9 billion UAH (+5.4 billion UAH).
- for veterans’ policy – UAH 17.9 billion (+ UAH 6.1 billion):
- in support of the economy – 41.5 billion UAH.
As a reminder, the Verkhovna Rada previously supported as a basis a draft resolution containing conclusions and proposals for the State Budget for 2026.
