The Rada did not have enough votes to decriminalize porn

The Verkhovna Rada did not support bill No. 12191, which proposed to abolish criminal liability for the creation and distribution of pornographic content between consenting adults.

This became known from the broadcast of the parliament session.

During the vote, only 207 people’s deputies supported the document, while at least 226 votes are required to pass the decision.

In addition, the parliament was unable to send the bill for a second first reading, so it is officially considered rejected.

The initiative was registered back in 2024. The authors of the bill emphasized that it was not about “legalizing porn,” but rather about decriminalization — so that adults would not be held criminally liable for creating or storing intimate content by mutual consent.

At the same time, the authors of the document proposed to retain criminal liability for a number of serious crimes related to such content.

In particular, punishment should have remained for “revenge porn”, the creation of deepfake materials without a person’s consent, child pornography, the distribution of content among minors, as well as for pimping and human trafficking.

Recently, discussions around the bill have intensified after high-profile news about the exposure of schemes with so-called “porn offices” and corruption ties surrounding their activities.
