In the first half of 2025, the consolidated budget of the Russian Federation was executed with a deficit of almost 5 trillion rubles. This is a significant collapse compared to the same period last year, when the budget was in surplus.

This is reported by Russian media.

According to preliminary data, the deficit in January-June amounted to 4.95 trillion rubles. In January-May, this figure was 2.48 trillion, and in June it increased by another 2.47 trillion rubles.

For comparison: in the first half of 2024, the Russian Federation’s consolidated budget had a surplus of 126 billion rubles.

Budget revenues for the first six months of 2025 amounted to 33.81 trillion rubles, while expenditures exceeded 38.76 trillion. A year earlier, these figures were 32.78 and 32.66 trillion, respectively.

The federal budget for the first five months of 2025 was executed with a deficit of 4.44 trillion rubles. Revenues amounted to 16.54 trillion rubles, and expenses – 20.98 trillion rubles.

Regional budgets are also running a deficit. In the first half of the year, the deficit of the federal subjects reached 397.8 billion rubles. The regions’ revenues amounted to 11.5 trillion, and expenses – 11.89 trillion.

Extra-budgetary state funds also went into the red over the six months. Their deficit reached 236.9 billion rubles. Revenues — 10.01 trillion, expenses — 10.25 trillion rubles.

Only territorial funds showed a small surplus of 125 billion rubles. Their revenues amounted to 1.94 trillion rubles, and expenses – 1.82 trillion.

Recall that the growth of the Russian economy is slowing, oil revenues are falling, the budget deficit has reached its highest level in three decades, and inflation and interest rates remain high.

As reported, according to a preliminary estimate by the Russian Ministry of Finance, the federal budget deficit increased by 1.2 trillion rubles in July and reached 4.9 trillion rubles in the first seven months . This is significantly more than the 3.8 trillion rubles planned for the entire year.

In addition, due to the rapid decline in oil and gas revenues and rising costs, the Russian government will make changes to the budget for the second time in a year.
