The SBU has exposed a Hungarian intelligence officer who ran an intelligence network in Transcarpathia.

Ukrainian law enforcement officers have identified a Hungarian military intelligence officer who led an intelligence network in the Transcarpathian region .
The Security Service of Ukraine reported this.
According to investigators, the suspect is Zoltan Andre , who was in Georgia from 2016 to 2020, where he carried out intelligence activities under the guise of a representative of the Hungarian diplomatic mission.
In 2021, he returned from the South Caucasus and began intelligence and subversive activities against Ukraine.
According to the SBU, that same year, Andre recruited a former military officer from the Beregovsky district, who was subsequently placed on standby. In 2024, the agent was tasked with collecting information on the deployment locations of Ukrainian troops, specifically the positions of air defense systems.
In addition, on the intelligence officer’s instructions, he was supposed to search for new candidates for recruitment – among former and current military personnel, as well as law enforcement officers.
The SBU added that another recruit was a former contract soldier from one of the combat brigades of the Armed Forces of Ukraine .
Andre also tried to recruit another soldier, offering him, in particular, “regular supplies of narcotics.”
According to the intelligence service, he used Hungarian diplomatic missions in Transcarpathia to recruit people, where local residents submitted applications for citizenship.
To persuade Ukrainians to cooperate, the intelligence officer offered money and various incentives. He mostly held meetings in his own car, using a pseudonym for covert purposes.
Ukrainian law enforcement officials continue their investigation to identify all participants in the spy network.
“Each of the perpetrators will be found and held accountable for crimes against our state,” the SBU emphasized.
