The State Financial Monitoring Service has overdue the report for the Ukraine Facility: Ukraine may lose 67 million euros

The Government Council on Prevention and Counteraction to Money Laundering has pointed out that the State Financial Monitoring Service has failed to meet the deadlines for preparing the report on the results of the fourth National Risk Assessment (NRA). Conducting this assessment is one of Ukraine’s obligations under the Ukraine Facility program.
This was reported by “Dzerkalo Tyzhnia” with reference to the Ministry of Finance.
As the publication notes, on July 9, the Ministry of Finance published the minutes of the first meeting of the Council, which took place on June 30 with the participation of representatives of more than 20 state bodies.
The document shows that the head of the State Financial Monitoring Service, Philip Pronin, has still not approved the report on the results of the fourth National Risk Assessment, although this should have been done by the end of 2025.
Following the meeting of the Council, the State Financial Monitoring Service was instructed to complete the preparation of the report as soon as possible, taking into account the comments of the Ministry of Finance and other state bodies, as well as to eliminate the reasons for the delay and prevent similar violations in the future.
The material emphasizes that the National Risk Assessment is provided for by the Plan of Ukraine within the framework of the Ukraine Facility initiative, and the deadline for the implementation of this indicator expired in the fourth quarter of 2025.
According to a source in the Ministry of Economy, the European Commission estimates the failure to fulfill this obligation at 67 million euros. Currently, the corresponding item of the Plan of Ukraine has the status of “overdue” and “problematic”.
In particular, in March 2026, the publication reported that due to the delay in conducting the National Risk Assessment, Ukraine risks not receiving part of international financial assistance in 2026–2027.
