The US allocated $533 million for ammunition for Ukraine, but the Ukrainian Armed Forces have not yet received a single one – media

Back in April 2022, US President Joe Biden promised to supply Ukraine with artillery ammunition and allocated $533 million to expand its production. However, as of July 2026, the Ukrainian military had not received a single shell.

This is stated in the ProPublica investigation.

The contract to implement the program was awarded to General Dynamics, which operates an artillery plant near Dallas. The company received all the allocated funds but encountered significant challenges in launching production.

According to former workers, in the summer of 2024, expensive automated equipment at the plant regularly broke down and caught fire.

In August 2025, the US Army, which funds the plant, ordered the shutdown of two of its three production lines. General Dynamics had already missed its deadlines eight times.

The third production line continued to operate, but even by July 2026 the plant had not produced a single usable shell.

Despite receiving $533 million and numerous delays, General Dynamics was not penalized for failing to meet its targets. Sanctions were also not imposed on the Turkish subcontractor that supplied equipment to the plant.
