The second round of talks between Ukrainian President Volodymyr Zelensky and the American delegation on a peace plan to end the war began in Germany on December 15. The talks were a continuation of consultations that lasted several hours the day before in Berlin.

According to available information, the negotiations have resumed in Berlin and are taking place as part of the second day of consultations between the Ukrainian and American sides. The meeting is being attended by a Ukrainian delegation led by President Volodymyr Zelensky.

A source in the Ukrainian delegation confirmed that the meeting with US representatives has begun, and the negotiations are a continuation of discussions that started on December 14.

The day before, a Ukrainian delegation arrived in Berlin for consultations on the so-called peace plan. The Ukrainian side was represented by the heads of the National Security and Defense Council, the Foreign Ministry, the Office of the President, and the General Staff. The American side was represented by Steve Witkoff, Jared Kushner, and Hrynkevich.

Journalists noted that the key topic of the talks is security guarantees for Ukraine within the framework of a plan to end the war. Discussions also concern territorial issues and possible parameters of a ceasefire.

According to journalists, the parties held more than 5 hours of talks at the German Federal Chancellery the day before. During the consultations, the American side, according to the interlocutors, raised the issue of the withdrawal of Ukrainian troops from certain areas of the Donetsk region that have not been captured by Russia since 2014.

Volodymyr Zelenskyy, according to sources, has repeatedly rejected this possibility and insisted on a ceasefire along the current contact line together with European partners.

Journalists also report that the President of Ukraine has signaled his willingness to consider alternative formats of security guarantees in the event of concluding bilateral security agreements with the United States, European states, and other partners.

“Russia should know that we will be on Ukraine’s side,” said German Foreign Minister Johann Wadeful.

The American delegation, in its statement, reported progress made during the discussion of the peace plan, economic issues, and other aspects.

Russia is not participating in the talks in Berlin. Russian Presidential Aide Yuri Ushakov said that the Kremlin is unlikely to agree to changes to the proposed initiatives.

“If significant amendments are made, we will have serious objections, in particular regarding territorial issues,” said Yuriy Ushakov.
