The US has pledged $400 million in aid to Ukraine in the 2026 defense budget

The US House of Representatives has approved a defense policy bill for fiscal year 2025 with a total budget of $892.6 billion. The document provides for increased funding for the Pentagon, increased salaries for military personnel, and restrictions on social rights for some military personnel.

The bill passed by a vote of 231 to 196, reflecting overwhelming Republican support. However, the document has been controversial for its inclusion of a number of provisions that advance a conservative social agenda.
In particular, it concerns:
a ban on gender-affirming treatment for the military;
restrictions on access to medical services related to abortion;
the abolition of diversity, equality and inclusion (DEI) measures;
simplifying the transfer of decommissioned military equipment to civilian programs.
Analysts note that this bill — for the third year in a row — is transforming from a defense document into a platform for the Republican Party’s ideological initiatives.
Despite the debate, the main stated goal of the bill remains to simplify and modernize defense planning, including:
budgeting processes,
contracting,
weapons production
and logistics in the US Army.
The document also provides for a partial return of Congressional authority in military matters — after decades during which the White House carried out military operations without direct approval from lawmakers.
Despite opposition from some Republicans, including Marjorie Taylor Greene, the House did not support cutting aid to Ukraine.
The final version of the law retains the provision allocating $400 million for Pentagon initiatives in the field of Ukrainian security.
In addition, the Pentagon is required to report to Congress if the US administration decides to change or suspend military support for Kyiv. This provision was a response to an incident in the summer when supplies were temporarily stopped without informing lawmakers.
As reported, despite the lack of funding for the war, the government continues to launch new social programs — grants for self-employed persons, cashbacks, “School Student Packages,” and resilience centers . Meanwhile, about UAH 300 billion is still missing to finance the army by the end of the year.
