NATO Secretary General Mark Rutte said that several member states of the Alliance, including Hungary, Slovakia and the United States, oppose Ukraine’s accession to NATO. According to him, this position makes it impossible to make a decision by unanimous vote, despite the agreements of the 2024 Washington Summit.

This is reported by Sky News .

In his comment, Mark Rutte noted that in addition to Hungary, Slovakia, and the United States, the list of states that do not support Ukraine’s membership may include other allies.

Disagreement among individual countries creates a practical obstacle to reaching consensus, which is a prerequisite for making decisions on expanding the Alliance.

In this regard, NATO is discussing alternative approaches to guaranteeing Ukraine’s security after the war. Mark Rutte outlined three levels of such protection:

  • The first level assumes Ukraine’s ability to independently deter possible aggression.
  • The second level includes support from a group of European countries and Canada, which are ready to provide direct military and political assistance. The United Kingdom and France play an active role in this direction.
  • The third level is based on attracting American resources and political commitments to ensure stability.

According to the Secretary General of the Alliance, the allies continue to discuss the final format of such a collective package of security guarantees for Ukraine.

It is worth adding that Ukraine constitutionally set its course for NATO membership in 2019, and in September 2022, it applied for accelerated accession. NATO confirms its open door policy, but the decision on membership is made solely with the consent of all member states.

Recall that Ukrainian President Volodymyr Zelenskyy stated that during preliminary consultations with the American authorities, Ukraine agreed to a compromise step regarding the prospects of joining NATO within the framework of discussions on US President Donald Trump’s peace plan.

The day before, NATO Secretary General Mark Rutte said that Alliance countries should prepare for a possible large-scale conflict, similar to the wars experienced by previous generations .

By the way, Republican Congressman Thomas Massie has submitted a bill to the US Congress that would withdraw the United States from NATO.
