The US has passed the “Irina Law”, which provides for mandatory background checks for defendants and the abolition of non-cash bail for repeat offenders and persons who have committed violent crimes.

North Carolina Governor Josh Stein has signed House Bill 307, better known as “Irina’s Law,” into law following the Charlotte shooting death of 23-year-old Ukrainian woman Irina Zarutska by 34-year-old suspect DeCarlos Brown Jr., who had a long criminal history.
The new law eliminates the possibility of non-cash bail for repeat offenders and those suspected of violent crimes. It also introduces mandatory criminal background checks and mandatory psychiatric examinations.
The law limits judges’ discretion to release defendants to trial, and gives North Carolina’s chief justice the power to remove magistrates from office in certain cases.
Stein said in a video message that the law is an important step for public safety, but he believes the system needs to focus more on real threats from suspects. The governor also expressed his willingness to support further reforms, including increasing the number of police officers and prioritizing intervention in cases of violent behavior or mental disorders.
The passage of “Irina’s Law” comes amid a heated debate in the United States about parole and psychiatric care, as well as the Trump administration’s aggressive crackdown on crime with federal forces. Some provisions of the law, including those related to alternative methods of execution, remain controversial.
