The United States has developed a confidential strategic document that outlines a roadmap for Russia’s gradual return to the global economic system after the war ends.

According to The Wall Street Journal, this plan was quietly passed on to European governments, which immediately sparked controversy within the EU.

According to the publication, the US is proposing a structure that involves deep involvement of American business in the restoration of Russia’s strategic industries. The document mentions potential investments in the extraction of rare earth metals, as well as participation in the development of oil projects in the Arctic – sectors that are crucial to Russia’s economic power.

A separate block of the plan concerns energy. Washington describes mechanisms for the gradual restoration of Russian energy flows to Europe and world markets if Moscow meets certain political and security conditions. In fact, it is about Russia’s partial return to the status of a major energy supplier.

The document also envisages involving leading US financial corporations and other international companies in using approximately $200 billion in frozen Russian assets. These funds are proposed to be directed to projects for the reconstruction of Ukraine, but within the framework of a general economic architecture that will include the Russian Federation.

The plan has been met with mixed reactions in Europe. Some diplomats accuse the US of trying to shape a post-war order without the participation of European capitals and stress that premature rehabilitation of the Russian economy could ease sanctions pressure and send the wrong signal to the Kremlin.

Despite this, Washington insists that this is about a long-term vision of the future security architecture and economy of the region, not about the immediate lifting of restrictions on Russia.

The full text of the 28-point peace plan that the United States is offering to Ukraine and Russia as the basis for a future agreement has previously been made public. The document, which Washington is seeking to push forward as soon as possible, was published online.

As a reminder, the key provisions of the draft US “peace plan”, allegedly agreed upon by representatives of Donald Trump and the Kremlin, have become known. The document contains 28 points concerning the security, territories, economy and political future of Ukraine.

As reported later, Brussels released the full text of the European counter-draft to the American 28-point peace plan for Ukraine . The document was prepared by the United Kingdom, France, and Germany, proposing changes to each point of the basic plan.
