This was stated by US Assistant Secretary of State for Foreign Assistance, Humanitarian Affairs, and Religious Freedom Jeremy Levin during the YES Dinner Discussion on the eve of the International Ukraine Recovery Conference (URC 2026), Ukrinform reports.
“Right now we are at a point where Ukraine is winning the war,” Levin said.
According to him, the Ukrainian army continues to adapt to the new conditions of war and finds ways to change the situation on the battlefield to its advantage.
Levin pointed out that a few years ago, it was Ukraine that was waiting for the onset of winter to get some respite on the front. Now, according to him, the situation has changed.
The State Department representative noted that today Ukrainian forces are more active during periods of favorable weather, while Russia is counting on the winter period for new strikes on energy infrastructure.
At the same time, Levin emphasized, Ukraine has already changed this dynamic. According to him, now the Ukrainian side itself is striking at Russian energy infrastructure, forcing Moscow to respond to new challenges.
According to the American official, it was Ukraine’s ability to adapt to the conditions of war and impose its rules of the game on the enemy that became one of the main reasons for the change in the situation on the front.
