The Verkhovna Rada adopted a law on taxation of income from digital platforms: what will change

On Tuesday, June 9, the Verkhovna Rada unanimously approved draft law No. 15111-d, which introduces new rules for taxation of income received through digital platforms. The initiative was supported by 241 MPs.

This was reported by the press service of the Verkhovna Rada and People’s Deputy Oleksiy Honcharenko .

“For – 241 votes. I voted against this,” the parliamentarian reported on social media.

The document introduces a European control system under which digital platforms will automatically transmit information about their users’ income to tax authorities. This should make the rules for selling goods and providing services online more transparent.

The law will apply to both Ukrainian and international digital services, including Bolt, Uklon, Airbnb, Glovo, Uber, as well as marketplaces, online bulletin boards, streaming and music platforms.

The document covers service activities, as well as the rental of real estate and vehicles.

The law establishes a preferential personal income tax rate of 5% for income received through digital platforms. Currently, the basic personal income tax rate is 18%.

In April, deputies supported the bill in the first reading. By the second reading, more than 3,500 amendments were submitted, and the comparative table of the document totaled 998 pages.

The adoption of the law is part of Ukraine’s international obligations under the memorandum with the International Monetary Fund .

In particular, according to the text of the law, it will come into force no earlier than January 2027. But in reality, the system will start operating even later.

Previously, “Pryamiy” reported that the European Union plans to link part of the financial assistance to Ukraine in the amount of 8.4 billion euros to tax reforms required by the IMF.

The Verkhovna Rada also registered a draft law on amendments to the Tax Code of Ukraine, which provides for new approaches to the taxation of banks with profit tax.
