The Verkhovna Rada increased the defense budget by 412 billion hryvnias: how will the funds be distributed?

The Verkhovna Rada has approved amendments to the state budget, which increase spending on national security and defense by a record 412.4 billion hryvnias. The bulk of the funds will be directed to financing the Ministry of Defense, in particular, to the purchase of weapons, equipment, and drones for the front.
This was reported by Oleksiy Honcharenko, a member of parliament from the European Solidarity faction.
This concerns the adoption of bill No. 13573, which provides for a large-scale increase in funding for the security and defense sector. The decision was supported by 332 deputies.
It is known that the funds will be distributed as follows:
- Ministry of Defense and State Special Transport Service – UAH 310.8 billion;
- The Ministry of Internal Affairs system (National Guard, National Police, State Border Service) – UAH 84.1 billion;
- Main Intelligence Directorate of the Ministry of Defense – UAH 4.5 billion;
- Security Service of Ukraine – UAH 1.6 billion;
- State Special Communications Service – UAH 64.5 million;
- State Security Department – UAH 505 million.
A separate norm stipulates that from August 1, 60% of personal income tax will be directed to the purchase of drones, weapons, and military equipment for the Ministry of Defense, another 30% to drones for the State Special Communications Service, and 10% to the needs of brigades.
Additional expenses will be covered by:
- increase in budget revenues by UAH 147.5 billion;
- increase in domestic borrowing by UAH 184.9 billion;
- reduction in the volume of state debt repayment by UAH 65.1 billion.
Revenues will increase due to an increase in the average salary, higher corporate profits, increased revenues from personal income tax and income tax, as well as the transfer of funds from the NBU and the Deposit Guarantee Fund.
It is worth adding that MP Ruslan Gorbenko reported that Ukraine is preparing an important reform – salaries for military personnel who are not on the front lines may increase significantly . The authorities are already working on new pay standards that will bring them closer to the level of NATO countries.
It was previously reported that the Verkhovna Rada is proposing to change the state budget of Ukraine for 2025 by increasing defense spending by 412 billion hryvnias.
The day before, deputies from the European Solidarity faction initiated changes to the State Budget to transfer funds from non-targeted programs to the needs of the Defense Forces.
Let us recall that today, July 31, the Verkhovna Rada voted in favor of a bill that returns independence to the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office.
