The Verkhovna Rada plans to tax online trading: OLX and other platforms under scrutiny

The Verkhovna Rada Committee on Tax and Customs Policy has approved draft law No. 14025, which introduces automatic international exchange of data on the income of users of digital platforms. In society, the document has already received the unofficial name “OLX tax”.

This was reported by People’s Deputy Yaroslav Zheleznyak.

15 committee members voted in favor of the decision, while 4 abstained. Zheleznyak himself was among those who did not support the bill.

The Ministry of Finance predicts that the new mechanism will bring in about 14 billion hryvnias of additional revenue each year. These funds have already been included in the draft State Budget for 2026. Consideration of the bill in the session hall is scheduled for October 21–24.

Key changes approved by the committee:

  • the threshold for non-taxable income has been increased from UAH 36,000 to the equivalent of EUR 2,000;
  • The law will come into force only after the State Tax Service of Ukraine joins the Multilateral Agreement of Competent Authorities on the Automatic Exchange of Financial Data from Digital Platforms.

At the same time, Zheleznyak himself expressed reservations about this initiative. He stated that he would not vote for the law in its current version until the Verkhovna Rada passes a resolution decriminalizing Article 301 of the Criminal Code (on adult content).

According to him, without this change, data exchange could create risks to citizens’ privacy and actually become a “gift to law enforcement officers” – since it would allow obtaining a list of users who post erotic materials.

Recall that online platforms like OLX are often used by scammers who regularly come up with new schemes to mislead and easily profit from gullible users . One such case became known in July 2025.
