The Verkhovna Rada of Ukraine approved in the first reading a draft law that introduces a new basis for deferment from mobilization for some citizens liable for military service.
These are amendments to Article 23 of the Law of Ukraine “On Mobilization Training and Mobilization”. The document provides that conscripts and reservists aged 18 to 25 who served under a one-year contract during martial law will be able to receive a deferment from conscription for a period of 12 months after discharge from service.
As stated in the explanatory note, the purpose of the innovation is to provide young servicemen with the opportunity to rest and restore their health after the end of their contract.
Currently, the situation is such that a soldier who has just been discharged can be mobilized again the very next day. The law is designed to eliminate this burden and create fairer conditions for those who have already fulfilled their duty to the state.
The Ministry of Defense believes that such a norm will become an additional incentive for young people to enter the service under short-term contracts, because they will know that after a year of service they will have guaranteed time for rehabilitation and adaptation to civilian life.
As a reminder, the Cabinet of Ministers of Ukraine is preparing changes to the system of financial support for the military. The new bill provides for record payments for signing a contract for military service.
