There will be no indexation: which pensioners will not receive payments in 2026?

Pension indexation will not be carried out for all Ukrainians in 2026. Some pensioners will remain without an increase in payments, despite the planned recalculation in March.
This was reported by Channel 24 with reference to the Ministry of Finance of Ukraine and data from the Pension Fund .
Pension indexation is scheduled for March 1, 2026. The state budget has allocated funds for this, but the increase will not affect all categories of pensioners. According to the PFU, the recalculation is carried out only for the estimated pension amount, without taking into account age, length of service, or other additional payments.
Pensioners who retired within the last three years will remain without indexation in 2026. Their payments have already been calculated taking into account the current average salary, so the state does not apply an annual increase coefficient to them. Also, indexation will not be carried out for recipients of special pensions, since their recalculation is regulated by separate laws.
The government determines the indexation rate each year using a formula that takes into account the level of inflation and the growth of the average wage in Ukraine. To recalculate pensions in 2026, indicators for 2023-2025 will be used. The final indexation coefficient is to be approved in February 2026.
In 2025, the indexation coefficient was 1.115, which provided an average increase in pensions of 9.5%. The minimum allowance then was 100 hryvnias, the maximum – 1,500 hryvnias.
The state plans to allocate more than 251 billion hryvnias for the payment of pensions and their indexation in 2026 for more than 10 million pensioners.
As previously reported, in 2025 the state set the minimum pension for combatants at 210% of the subsistence minimum for disabled persons . Including allowances, the guaranteed payment is 5,528 hryvnias per month.
