Military Ombudsman Olga Reshetylova stated that it is impossible to establish clear terms of service without strengthening mobilization rules.
Shesaid this in an interview with RBC-Ukraine.
The Office of the Military Ombudsman is currently discussing the possibilities of achieving clear terms of service. A working group has been created for this purpose.
“They tell me: it’s simple math – calculate how many need to be mobilized, and we will know how many and when we can release them. But the formula is actually much more complicated. It must take into account the issue of fair mobilization. And fair mobilization rests on a number of other issues, for example, fair reservation or corruption schemes, which exist in this case,” Reshetylova explained.
She emphasized that the military needs the right to certainty. At the same time, the official emphasized that many conscripts evade service because of this.
“If you tell them that you are going to serve for 2 or 3 years, at least that way people can plan their lives. You serve 2-3 years, then you have another rotation, we change again,” the ombudsman added.
The working group is trying to “take out a formula” on how to achieve the right to certainty. According to Reshetilova, it is necessary to calculate the number of mobilization resources and people who are already serving, as well as how many will have to be released if there are terms of service. In addition, it is worth considering issues of sociology, social psychology, and communication.
“I must say that there will be no popular solutions here. Obviously, they will be unpopular, and society must be ready for this. Those who have been running away from service for more than one year will not like it. But without this, there is no way. You cannot parasitize endlessly on the same people, their resource is also running out,” the official noted.
As a reminder, the Ministry of Defense of Ukraine is working on a package of changes that will concern mobilization, desertion from a unit (SZCH), as well as service conditions for stormtroopers and infantrymen.
Earlier, the Ministry of Defense denied information about the alleged launch of a new stage of mobilization from April 1.
