They want to regulate the activities of realtors: how will this affect the cost of services?
Ukraine is preparing to change the rules of the real estate market. Prime Minister Yulia Svyrydenko has instructed relevant agencies to work on regulating real estate services to make the sector more transparent and competitive.
This is stated in the response to the petition published on the website of the Cabinet of Ministers.
The government acknowledged that today real estate agencies and realtors operate without special legal regulation – only within the framework of general norms of economic activity. To start working, realtors register as business entities and pay taxes. At the same time, it is illegal to carry out activities without such registration.
Svyrydenko emphasized that Ukraine takes into account the experience of the EU, where the real estate market is regulated at the national level, and the general framework is determined by the European Union directives on consumer protection and market stability.
In her opinion, regulating real estate activities in Ukraine will allow for increased competition, protection of clients, increased transparency of transactions, and increased budget revenues. At the same time, the Prime Minister drew attention to the position of the State Property Fund.
“Legislative regulation of real estate activities will lead, on the one hand, to an increase in the bureaucratic apparatus and, accordingly, additional budget expenses, and on the other hand, to an increase in the costs of the real estate business, which may affect the price of the service,” she added.
Despite this, the government supports the need to regulate the market.
“I have instructed the State Property Fund, together with the Ministry of Economy, the Ministry of Finance, the Ministry of Justice, and the Ministry of Development, to work on this issue and inform about the measures taken,” Svyrydenko emphasized.
Recall that apartment prices in Ukraine continue to gradually rise . In the second quarter of 2025, housing prices were almost 15% higher compared to last year.
It is worth recalling that the EU announced the signing of agreements for Ukraine for 2.3 billion euros, which will be used to repair critical infrastructure and housing .
