Commissioner for the Protection of the State Language Olena Ivanovska stated that the spread of Russian music in Ukraine threatens national security and cultural identity, so the use of such a product must be limited.
She said this in an interview with Interfax-Ukraine.
As the official explained, to implement the initiative, it is necessary to contact global streaming platforms with a request to block Russian music.
The basis for requests may be Ukrainian legislation, in particular Article 15 of the Law “On Culture”, which makes it impossible to perform songs and other cultural products by citizens of the Russian Federation or those who support Russian aggression against Ukraine.
“Blocking Russian music on popular platforms is a necessary step to protect the cultural space of Ukraine. At the same time, this process must be clearly regulated, transparent, and comply with legislative norms so that we not only defend our national interests, but also act within the legal framework,” the ombudsman is convinced.
In addition, according to her, it is important that the initiative is supported at the level of state bodies. A working group has already been created under the Directorate for Internal and Humanitarian Policy of the Ukrainian Foreign Ministry.
At the same time, Ivanovska noted that currently there are no bans on the performance of Russian-language songs by Ukrainian artists.
“The Verkhovna Rada Committee on Humanitarian Policy is preparing to consider amendments to language legislation, and this opens a window of opportunity for discussing and implementing new norms that could regulate the issue of using the Russian language in the work of Ukrainian artists,” she added.
Earlier, the Kyiv City Council imposed a moratorium on the public use of Russian-language cultural products in the capital. In particular, this concerns songs, concerts, and theatrical performances.
