Three NATO Allies to Fund U.S. Weapons for Ukraine

Norway has joined the new defense initiative PURL (Priority Ukraine Requirements List), launched by the United States and NATO in July 2025, aimed at streamlining and accelerating the provision of critical American weapons to Ukraine.

 

This was announced by the Norwegian government in an official statement.

The PURL program (Priority Ukraine Requirements List) is designed to accelerate the delivery of American-made weapons to Ukraine, with a particular focus on strengthening its air defense capabilities. As part of the first aid package under this initiative, Sweden, Denmark, and Norway will jointly finance the purchase of U.S. defense equipment worth $500 million.

Norway is contributing 1.5 billion Norwegian kroner—approximately $135 million—to the effort.

“This is an important initiative by NATO and the United States. It enables Ukraine to swiftly receive critically needed military equipment for self-defense and reinforces transatlantic cooperation in support of Ukraine,” said Norwegian Prime Minister Jonas Gahr Støre.

The initiative comprises a series of aid packages being developed by the United States in coordination with NATO and Ukraine. The first phase includes, among other things, the delivery of ammunition for Patriot air defense systems, along with other high-tech military equipment.

In addition to its participation in the PURL program, Norway continues to implement its broader support strategy for Ukraine and neighboring countries through the Nansen Support Program. The government has announced that the total cost of this initiative in 2025 will amount to approximately 85 billion Norwegian kroner, or $7.7 billion.

Earlier, the Netherlands announced its readiness to make a significant contribution to the supply of Patriot air defense systems to Ukraine. The country’s Defense Minister, Ruben Brekelmans, stressed that Russia is trying to break the Ukrainian nation through massive air attacks, but international partners will not allow this plan to materialize.
