The International Olympic Committee has approved a new eligibility policy that excludes transgender women from participating in women’s categories at the Olympic Games.

The new rules will take effect at the 2028 Olympics in Los Angeles . Now, only biological women are permitted to participate in women’s events. Determination will be made, in particular, through a one-time genetic test for the presence of the SRY gene.
The IOC explained that the decision is aimed at ensuring the fairness, safety, and integrity of women’s sport. However, the new policy does not apply to the grassroots or amateur levels.
The restrictions will also apply to DSD athletes.
The document also provides for additional restrictions for athletes with differences in sexual development (DSD), including those like Caster Semenya .
The IOC notes that scientific evidence indicates physical benefits associated with male sexual development that may persist over time, particularly due to the effects of testosterone on strength and endurance.
The revision of the rules was initiated by IOC President Kirsty Coventry , who noted the need for clear criteria to protect the women’s category.
Prior to this, individual international federations, particularly in athletics, swimming, and cycling, had already introduced similar restrictions.
At the same time, according to available data, not a single athlete who underwent gender transition after being born male will compete at the 2024 Olympics in Paris .
