The Trump administration has issued a clear ultimatum to the Kremlin: if Vladimir Putin does not agree to a ceasefire in Ukraine by August 8, the U.S. will launch a powerful new wave of sanctions, targeting Russia’s shadow fleet, tightening customs restrictions, and expanding secondary sanctions. While Washington remains open to talks, it is gearing up for decisive pressure.

The United States is preparing a new wave of sanctions against Russia if President Vladimir Putin fails to comply with an ultimatum issued by President Donald Trump. Moscow must agree to a ceasefire in Ukraine by Friday, August 8, or face renewed and intensified economic pressure.
One of the first punitive steps, if the deadline is missed, will be the expansion of sanctions targeting Russia’s so-called “shadow fleet” — the network of tankers used to bypass G7 oil price caps by selling crude above the $60-per-barrel threshold. This fleet primarily supplies energy to China and India, helping Moscow circumvent existing restrictions.
Sources close to the Trump administration describe the upcoming measures as an “easy first step” that could nonetheless deliver a significant blow to Russia’s wartime economy. In July, the European Union already blacklisted over 100 such vessels, raising the total to 415. Washington may now reinforce this pressure and additionally target foreign banks and refineries that continue to facilitate Russian oil exports.
Among the other proposed measures are 100% tariffs on imports from countries that continue to buy Russian oil — an idea Trump publicly floated on July 14. The White House views this economic pressure campaign as a strategic alternative to direct military involvement.
Despite diplomatic outreach, Moscow has already disregarded several deadlines issued by Washington. According to Reuters, Putin shows no intention of backing down and reportedly plans to intensify his campaign to seize full control of Ukraine’s four occupied regions.
President Trump is now awaiting the outcome of a critical mission by his special envoy, Steve Witkoff, who is scheduled to visit Moscow on August 6–7. White House officials say the next steps will be determined based on the outcome of those talks.
“If he returns empty-handed, Trump will not be pleased,” one administration official told reporters on condition of anonymity.
For now, the White House maintains a firm position: Putin must agree to end the war, or Russia will “pay the price.”
However, analysts warn that the Kremlin may once again defy the ultimatum, risking a deeper slide into diplomatic deadlock.
