The SBU has collected evidence regarding two commanders of Russian armed formations who organized an airstrike on the Mykolaiv Regional Council building on March 29, 2022.

This was reported by the press service of the Security Service of Ukraine .

According to the agency, the attack killed 36 people and injured 38 others of varying severity. The strike also damaged nearby apartment buildings, a children’s art center, commercial facilities, and civilian vehicles.

The investigation found that the planning and preparation of the attack was carried out by:

    • Mikhail Zusko — Commander of the 58th Combined Arms Army of the Southern Military District of the Russian Federation;
    • Mykola Goraychuk was at that time the acting commander of the 12th Missile Brigade of the 58th Combined Arms Army of the Southern Military District of the Russian Federation.

To carry out the attack, Russian troops used a surface-to-surface cruise missile from the Iskander tactical missile system, which was based in temporarily occupied Crimea.

SBU investigators informed the defendants of suspicion under Part 2 of Article 28 and Part 2 of Article 438 of the Criminal Code of Ukraine – violation of the laws and customs of war, which caused the death of people and was committed by a group of persons in a prior conspiracy.
