The Ministry of Internal Affairs has prepared criteria for determining the need for shelters at crowded places and a methodology for assessing safe spaces during explosions. The documents should help businesses determine how to organize the protection of visitors and employees. The transition period for enterprises that do not have shelters ends on December 4, 2026.
This is reported by LIGA ZAKON.
It is noted that the Ministry of Internal Affairs sent two documents to the government. In a letter dated September 28, the department proposed criteria for calculating the capacity of shelters, and in a letter dated October 13, it transmitted the Ministry of Defense’s methodology for determining a safe space.
The new criteria apply to facilities where at least 100 people can be present at the same time or there is a separate room designed for 50 or more people.
The need for primary mobile and simple shelters is proposed to be determined by the maximum number of visitors. The calculations will take into account peak load, in particular on weekends and holidays. If the facility operates seasonally, they will focus on the largest number of visitors at the appropriate time of year.
The basis will be actual attendance data, or if not available, the facility’s design capacity. The calculations will include employees, and children and visitors with reduced mobility will be taken into account separately.
In large areas, it is recommended to place shelters in different parts of the facility. It is also possible to consider shelters located at a distance of 300 or 500 meters.
The second document concerns the assessment of safe space in buildings. The methodology was developed by the Research Institute of the Armed Forces of Ukraine. It determines what explosive load walls can withstand depending on the material and design.
According to the methodology, at a distance of five meters from the explosion site, only monolithic reinforced concrete can provide protection. Brick walls even 510 mm thick and structures made of aerated concrete will collapse under such conditions.
Therefore, to arrange a safe business space, it is recommended to choose interior spaces separated from the exterior walls by at least two massive walls without windows.
It was previously reported that Ukrainian businesses must provide employees and visitors with access to shelters or safe spaces by December 4, 2026. If a business fails to comply with this requirement, it will not be able to continue operating during a yellow air alert.
