Ukraine and the EU agreed on how to close financial needs by the end of 2026

Ukraine and the European Commission have identified mechanisms that should cover the state’s budgetary and defense needs until the end of 2026. Next year, the parties plan to allocate another 45 billion euros.
This is stated in a joint statement by Ukraine and the European Commission.
The parties reported that they have already agreed on the necessary steps for the timely release of funds this year.
“Today, thanks to coordinated joint efforts, we have identified the means to cover Ukraine’s budgetary and defense needs for 2026,” the statement said.
Ukraine and the European Commission plan to quickly move towards allocating €45 billion under the Ukraine Support Loan by 2027. The funds will be subject to the fulfillment of the conditions set out in the program.
In parallel, the parties will begin assessing Ukraine’s additional budgetary and defense needs.
The statement also emphasized that other international partners must fulfill their financial obligations.
To coordinate further decisions, Ukraine and the European Commission agreed to hold monthly meetings.
President Volodymyr Zelenskyy called the results of the negotiations positive and stated that the parties had determined the format, terms, and steps to ensure the necessary amount of financing.
In total, the Ukraine Support Loan provides for 90 billion euros for 2026–2027 . Up to 45 billion euros are available for the current year: 16.7 billion for budgetary needs and 28.3 billion for defense support.
Recall that earlier the European Commission named the conditions for Ukraine to receive over 20 billion euros by the end of 2026. Further payments were linked to Ukraine’s implementation of the agreed reforms.
In addition, the European Union is preparing a new program of joint defense projects with Ukraine , which could receive at least 10 billion euros from the remaining funds of the SAFE program.
