Ukraine and Turkey have introduced free trade: which goods will be exempt from customs duties

A free trade agreement between Ukraine and Turkey came into force on October 1. The document provides for the abolition of customs duties on a number of goods or the application of reduced rates.

This was reported by the State Customs Service of Ukraine.

The agreement between the governments of Ukraine and Turkey was concluded on February 3, 2022. The Verkhovna Rada ratified it on July 14, 2026.

According to the agreement, Turkey will eliminate duties on 10,337 items, which is about 95% of the total number of goods that Ukraine exports to the country. Another 1,348 items will have tariff quotas or reduced duty rates.

At the same time, tariff preferences come into effect at different times. For Ukrainian exports to Turkey, they apply from October 1, 2026, while for imports of Turkish goods to Ukraine, they apply from January 1, 2027.

When exporting Ukrainian goods to Turkey, from October 1, the relevant tariff preference codes will be applied, in particular regarding the abolition of export duties and the use of tariff quotas.

For the import of goods of Turkish origin into Ukraine, the relevant codes will begin to apply from January 1, 2027.

The customs service also emphasized that in order to receive preferential treatment, it is necessary to confirm the origin of the goods. Such confirmation can be a EUR.1 movement certificate or a declaration of origin.

It was previously reported that a free trade zone began operating between Ukraine and Israel on January 1, 2021.
