Ukraine has begun reforming the State Labor Service according to European Union standards: what will change?

Ukraine has launched a reform of the State Labor Service, aimed at bringing its work in line with European Union standards. The first step was a government decree that updates the authority of the service and creates the basis for further regulatory and digital changes.
This was reported by the Ministry of Economy of Ukraine.
The Ministry of Economy reported that the Cabinet of Ministers has adopted a resolution that streamlines the mandate of the State Labor Service. The document clarifies the authority of the service and creates the basis for further reform.
According to the ministry, the reform provides for:
- streamlining powers and eliminating duplication of functions with other government bodies;
- optimization of administrative procedures;
- strengthening socially important functions related to monitoring the employment of people with disabilities;
- expanding state support and benefits for employers who create accessible and safe working conditions.
“The comprehensive reform of the State Labor Service should ensure transparency, efficiency, and people-centeredness of the work of this inspection for both employers and employees,” said Deputy Minister of Economy, Environment, and Agriculture Daria Marchak.
After the resolution is adopted, the Ministry of Economy will prepare amendments to the regulatory legal acts necessary for the practical implementation of the updated powers of the State Labor Service.
A separate direction of the reform will be the digitalization of the service. It is planned to gradually transfer key procedures to a digital format, simplify interaction with employers and employees, increase the transparency of processes and data quality, as well as expand access to services in the field of labor and occupational safety.
The Ministry of Economy noted that the goal of the reform is to create a State Labor Service with a clear mandate, a risk-oriented approach, modern digital services and work practices that will meet the standards of labor inspections in the European Union. It is expected that such a model will help reduce regulatory uncertainty for business, strengthen the protection of labor rights and increase trust in state supervision in the labor sphere.
